Kris Gandham serves as Principal and Chief Transportation Officer – Transportation, Logistics & Services at EFESO.

A seasoned executive with 25 years of progressive leadership experience spanning public transportation, regional planning, and city management, Kris Gandham brings deep operational expertise and a proven record of transforming complex transportation systems at both the local and regional level.

Kris’s career is distinguished by landmark contributions to some of the nation’s most prominent transit organizations. At the Maryland Transit Administration (MDOT-MTA), he served as Deputy Chief of Rail Operations, where he oversaw the delivery of critical light rail and metro subway services. He previously held the role of Assistant Vice President of Rail Operations at Dallas Area Rapid Transit (DART), steward of the nation’s longest light rail system. During his tenure at DART, Kris assumed key leadership responsibilities across Service Planning, Bus Operations, Mobility Management, and Reliability Engineering and Configuration Management, developing an enterprise-wide command of transit operations.

Before joining large urban transit agencies, Kris served in influential leadership roles across local and regional government. As Associate Director of Transportation at the East Texas Council of Governments (ETCOG), he spearheaded regional transportation initiatives serving a 14-county area, founded the East Texas GIS Consortium, and contributed meaningfully to the East Texas Rural Broadband Initiative. He also provided strategic leadership in the integration of regional emergency response and 9-1-1 systems. Earlier in his career, Kris held leadership positions with the cities of Fort Worth and Rowlett, grounding his executive perspective in the realities of city and regional governance.

Kris holds a Bachelor of Architecture and a Master of City and Regional Planning from the University of Texas at Arlington, where he also earned a Certificate in Geographic Information Systems. He is a distinguished graduate of DART’s Leadership and MAX (Multi-Agency Exchange) Programs – a reflection of his enduring commitment to professional growth and collaborative leadership.
